It was discussed in another thread that I can't find now so I will just put it here. Thanks to Mr. Smith making a comment about their being a difference in resets if you go through your phones menu vs. Through bootloader I decided to test it and see if it would make a difference with the browser issues since I ran the global ruu. Apparently there is a difference because the issues have cleared up. I will from now on always do resets from bootloader. Maybe this will help others.

Awesome! I was in on that thread somewhere as well, think it was DroidForums but I might be wrong, anyway I had no idea either, I know on my Sammy they did the same thing, but apparently not on the Rezound (possibly other HTC devices as well).

Anyway, glad things are cleared up.

I take no credit for solutions large or small unless they have money involved in which case...I did it.

you should always try a factory reset from the bootloader. this has been posted a long time ago.

Are we talking about doing the reset from HBOOT?

I'm also interested to know the answer to this one.. I've never tried a factory reset from HBOOT, but if there's a chance it can solve the issues with the browser that I've been seeing, it's definitely worth a shot. =)

Edit:
Ok, so I moved the RUU zip to another folder on my SD card and then went into HBOOT. There is now an option for Factory Reset here, and I'm assuming that's where we should be doing resets, correct? I know it looks obvious, but I just want to confirm that's what the OP did. If that's the case, this is how I will do it from now on.

Edit again:
So I selected Factory Reset from HBOOT thinking it would give me a warning or perhaps an explanation of what it would wipe. Nope. It just proceeds to wipe immediately with no further prompts. Opps. (Good thing I backed up my apps and txts before going into HBOOT.)

Unfortunately, the browser problem is still not fixed. Which really sucks. Well, dammit.

Well thanks for diving in for me. I don't really want to do the HBOOT factory reset if it's just a waste of time and doesn't fix anything.

It seems to have helped me....at least so far anyway.

No one reads my posts. lol. I mentioned this at least twice.

A reset via settings did not fix a problem I had with my DInc. The VZW tech had me reset via HBOOT - problem solved.

At least there is one VZW tech out there who knows what they're doing.
