2013 Nexus 7- process com.android.phone has stopped working

When turning on the Nexus 7 I am getting the message, "Unfortunately the process com.android.phone has stopped". I have performed a factory reset and wiped all of the data but still get the message when booting the unit. How can I correct this issue?

Welcome to Android Central! Do you have the wi-fi only version, or the LTE version?

Additionally, what changed since it was last working? Did you receive an OTA? What firmware is it on now?

It is the WIFI version.

It has downloaded 4.2.2 on it now.

I have wiped the data clean and set everything up again and still get stuck in the loop with the message.
