3 bars signal4GLTE but "Mobile Network Not Available" message

NO MATTER how many times I try to make a call today since some update, tried restarting the phone, battery pull, EVERYTHING I ALWAYS get a "Mobile Network Not Available" when trying to place a call!!! it shows that I have three bars 4GLTE signal but STILL the message persist!!!

first off - what carrier are you on?
most of them don't use VOLTE yet, so 4G signal has nothing to do with making a phone call
