3G w/ Ocatacore or 4G w/ quadcore?

LTE is FAST. Noticeably fast, it will change your user experience.
8 cores vs 4 cores will not change your user experience.

If you have LTE in your area I don't know why you would consider the slow option. Battery life is fine for me.

Using Speedtest.net, I get speeds twice as fast (at times) on LTE than I do on my home internet.

99% of the people buying a smartphone will max out the processor capabilities. 99% of the people with a smartphone will notice the faster data speeds.

The answer depends on what you're looking for. I just ditched my old HSPA+ iphone 4S and am amazed at the speed I get with downloads on this phone.
 
3G is unbearably slow, but I assume you are in Europe because you have the option of the octa core. From what I have read, 3G in Europe would average 5-6 megs down so its not terrible. Keep in mind that LTE here in the U.S. can go as high as 70 megs down. I personally topped out at 38 megs down. If you are streaming HD video it makes a world of difference esp on a 30 minute long youtube video. I don't even bother to browse the web whenever I see a 3g icon on my phone anymore. That how slow it feels compared to LTE.
