4G phone, 3G service on ATT

I have a Samsung S4 on cm11 and I'm trying to find the best way to go about this and avoid the spike in cost by switching to their 4G. So far the only answer to this is by using their wap.cingular access point. Just curious if anyone else has done this and if this is the smart way to go about it. I get everything I'm paying for this way, but I feel the coverage is less and slower.
