6.0.1 WiFi 'No Internet' Drops connection and won't re-connect

I see from googling that this is prominent issue with 6.0 and 6.0.1, that when connecting to WiFi with no internet connection, Android simply drops the network connection and won't reconnect.

In our modern world, there are many devices that require a WiFi connection which doesn't use internet, such as drone cameras, some advanced digital cameras, and even some industrial control networks. This means that all of this technology is not accessible to 6.0 and 6.0.1 users.

From the reading I've done, this is due to android running a check to establish an internet connection with google.com (unnecessarily), and I have see some solutions which require rooting of the phone to disable this check.

I am writing this post to ask if there is a solution to this problem that does not require rooting? It appears that there is no individual user setting available within android to turn this check off. Is this correct, or is there a menu I am missing somehow?
