8.1 update: "Couldn't download"

Hi guys so it seems I have a big issue here, I bought my pixel 2 XL from Uk AND took it back to my home country with me, upon setup the phone informed me there is a 8.1 update. Everytime I tried to update it says "Couldn't update". I have tried it on wifi, on data, on vpn, without vpn, nothing it just wouldn't work.
I spoke to google support and they asked me to do a factory reset which I did and recovery was a pain, but still faced the same issue with updating to 8.1

Google seem to have no clue about this.

Any idea what to do?

One possibility is that the phone is trying to update from a server in the UK, and there's no way it's going to reach it. Call them and ask about that possibility and any solution for it.

Update:

horrible, horrible service from google.

I recieved the update notification but it fails to download and keeps on saying "Couldn't download". On my both XL 1 and XL 2.

Spoke to google support numerous times and they are clueless and promised "specialists" will contact me in 24 hours to fix the issue.

They have asked me to restore to factory settings twice which was a pain, and still it wont work.

Fix your crap google!

* I don't want to sideload it, I don't know how to. I bought an expensive phone with promised immediate updates. What happens if I sideload and something goes wrong? Google will still honor their warranty?! No chance.
