Does anyone have a good working 911 App. that works off satalite?

Do you mean an app that calls 911? That would work on your normal 2G voice signal. Cellphones don't receive satellite signals and they don't transmit satellite signals.

You don't need an app, just put 911 in as a contact and put a Direct Dial shortcut to in on your desktop.

Not at all sure what you want to achieve here. But the Note 4 already has a setting for "Safety Assistance" built in
