9GB of System and User Data on Samsung Galaxy J2

I have a Samsung Galaxy J2 that has 16GB of internal storage, but 9 of it is being used as "System and User Data." What exactly is taking up that space, and if it's system files, can I free up some space without factory reset or rooting the device?
 
Your best option is to use an SD card for your user data, such as photos, videos and music. You won't be able to alter system files without root, but I wouldn't recommend rooting the device, since it is possible to alter important files that if altered might turn your phone into a paperweight.
