A little phone numbers redundancy/inconsistency problem

I have a problem. It's about phone numbers saving, messaging, and calls.

Can't quite wrap it up generally but these are the specifics of my problem:

A little background. I don't know how it works outside the Philippines, but here we can call or text a number using two prefixes. For example, the root number is 920xxxxxxx. I can send/call +63920xxxxxxx or 0920xxxxxxx.
When I save a number using the '09--' (rather than the '+639--') prefix, the communications provider sends messages using the '+639--' so when I receive messages from the number I saved, my devices doesn't show the name I saved the number with. When I save numbers using the '+639--' prefix though, it solves my name register problem. Check.
But then here comes another problem:
Calling. When someone calls, the phone reads the number using the '+09--' prefix. When someone with the number I saved as '+639--' calls, the name doesn't show up when he's/she's calling.
The solution I can think of is to 'link' two numbers using the two prefixes' for every contact I save). I don't think that's a good solution.

Somebody please help me.
