New to the forums, I just bought a used One SV from a lady tonight and I appear to have a mess on my hands. First off, it won't charge above 6% no matter what kind of charger is used. Secondly, it may have been rooted because I did a factory reset( the hard kind) and when everything came back to life, SuperSU was in the app drawer. Thirdly, NO SOUND AT ALL. This was my first discovery when I started playing with the phone. That's why I went through the hard reset. And lastly, I need some help figuring out what to do to get this thing up and running. Any thoughts?

Welcome to AC :)
Sounds like you got scammed and she sold you a hardware defective device, not just software. Without someone actually seeing the phone it's going to be hard to say what's wrong with it. If you can't get it repaired you're probably out of luck :(

It is most likely this phone has a custom recovery. You can flash a custom ROM to see if that fixes the problem.

In the boot loader, the top of the screen says ***LOCKED*** and S is on. Im new at HTC phones so is this normal?

Yes, but the bootloader can be locked and relocked and I'm pretty sure S can be turned on and off multiple times as well.

This is normal. It means the phone has not been tampered with. Although in this case, it seems it was made to look stock since it has SuperSU on it. You can get the bootloader unlocked and flash a ROM. S-OFF is not necessary to flash a ROM.

Alright so I think this phone maybe repairable. I first need to get a new battery that's fully charged because the current one is at 3%. Secondly, I can use the htcdev.com to unlock the boot loader correct? After that, re root it (multiple root checking apps say its not rooted), and put a stock ROM on it? Sound right? I know its hard to diagnose without seeing it but based on my problems does this seem like the right course of action? Here's a pic of the boot loader...2014-04-29 10.10.37.jpg

Yes. Unlock bootloader, flash a recovery, root. and then flash a ROM. Stop when you get root because it's a little tricky flashing a ROM with S-ON.

I just want to add, make a Nandroid (a copy of your current setup) right after you install a custom recovery.
