A saved network is not showing in the 'saved network' list. I want to delete it.

I have a network on my Android 8.0 phone. It is in range right now and says 'saved' under it. I can connect to it but not get an IP (It's the generic name for a city-wide wifi service that I no longer have). When I go into the 'saved networks' list, it is not there which means I am unable to 'forget' it. I have rebooted the phone but am not sure what else to try.
This is an issue as my phone still tries to connect to it all over the city when I want to be on other hot spots.

Welcome to Android Central! When wi-fi is on and you see it in the list, long-press it. Do you get a Forget Network option now?
