A simple scenario: A church hall, a TV, no internet, a desire to stream Youtube content.

I am simply trying to stream some Youtube content for our parish's youth and others without investing in a wifi connection and all its fees.
 
Viewing videos while offline is a feature of the "premium" subscription to YouTube.

Otherwise, you need to somehow get the video onto your phone (download with a computer, copy to the phone, which may or may not violate any user agreements). From there, you can "cast" the video to the TV with the proper connections.

Which phone?
Which version of android?
Which carrier?
Which YouTube account type?
Which TV?
 
Welcome to Android Central! Which phone do you have? Some phones support MHL or SlimPort, which are microUSB-to-HDMI adapter cables. I think most USB-C phones support USB-C-to-HDMI cables as well.
