A03s or A04s?

Should I get an A03s for $100, with a charger and case included in the eBay listing?

Or an A04s?

Also within the A04s, what's the difference between the A047F, and A047M?

This is for AT&T in the USA.

A047F is $118.

A047M is $150.

If the A03s isn't that much slower, and the camera is about the same (not very important, this person won't use the camera much), I think I'd get the A03s.

When I look at the 4G bands, it's these:

1, 3, 5, 7, 8, 20, 28, 38, 40, 41

AT&T says these are their bands:

They don't seem to match. Other than 5.

You may also want to speak with AT&T to see if the phone is certified to work on their network. AT&T is notorious for being very picky about which phones they allow on their network.

EDIT: Just realized that you asked about the A047M variant, but the bands are the same on that one.
