Ability to configure an ICE number so it can be dialed without unlocking the screen

In older versions of android, we could configure the ICE group and be able to use the emergency call to dial specific pre configured numbers without having to unlock the screen. This is no longer possible on Lolipop. Is there a work around or an app that allows this to happen?
