access files on Nexus 7 via computer

Used to be in W7 I could connect my 7 to computer and peruse all the documents, pictures, etc.
Now there is MTP USB Device showing in W10 file explorer and there is nothing in it despite all the files on the 7.
I am in developer mode
there is no driver error
ver 6.0.1
Winver 1903
shows up as USB Composite Device PID=4EE2 in device manager under USB Controllers
It is also showing up as an ADB device?? under USB Devices
I have Total Commander and ES File Explorer on the Nexus and can access all the files.

How do I access the files via the computer?

BTW, this does work on my Huawei phone so I assume it is a Nexus issue.

It should just work, with no driver. The phone should appear to be a thumb drive. To diagnose it any further, someone would have to have the phone in hand.
