adding app to folder

When I open a folder, I can't click on the + anymore to add a new app. It doesn't do anything. Running 4.4 on AT&T.

Are you talking about folders within the App Drawer, or folders on the homescreen?

How many shortcuts are in the folder? There is usually a maximum number that you can put in a folder. On my Nexus 5, it's 16.
