Ads when unlocking

My father came to me for help and I couldn't figure it out so I'm hoping someone on here might know what is causing the problem.

Almost every time he unlocks or wakes his phone he gets a random ad, sometimes a video sometimes just an ad card that he can exit out of. I tried clearing his data and cache and I checked to make sure everything was up to date.

Has anyone else had this problem and could give me some advice so that I can help him with this problem.

Might be a app causing this , try safe mode see if it goes away
