Try this. With the ad still on your screen open the recent apps overview and see which card is the last one. See if you recognise the name of the app on that card and the little icon on the top left corner. Take a screenshot of this overview and post it here.

In most Samsung devices you can open the recent apps overview with the left button on your navigation bar. Even if the ad doesn't stay on your screen see if you can get any information on the overview.

It's tapping the multi-tasking button (depending on how you configured your navigation bar, it's next the the home button, whichever is not the back button). That will show which apps are open and the one displaying the ads MIGHT be there on top.

Did you try booting up into Safe Mode? Do the ads show there?
 
No they don't boot in safe mode could I plug it into my computer and see if i can identify it from there or does it not work like that
 
If the ads don't show in Safe Mode then you KNOW it's an app you installed. Unfortunately if an Ad Detector doesn't give you a clue, it's hard to pin point. Either uninstall apps one by one or look for reviews on apps you've installed recently. Anything not coming from a major developer is sure to be a suspect.
 
I had the same problem on my S8+ so I called Samsung customer service at 1-.889-874-3572 and was asked to install "smart tutor" which allowed the tech to remotely control my phone. We could not detect an offending app so we did a "backup and restore" and so far so good.

Well, you did install an app from a shady developer (hence the ads), so installing a remote assistance app (that you can control at any time and does not grant access to your personal files) from a reputable company's support department shouldn't be that much more concerning.
