After upgrade to Android 6.0.1 Google Play downloads on mobile net but not WiFi

After my phone (Samsung S6) upgraded to Android 6.0.1 (April 2, 2016) Google Play upgrades/downloads on mobile network but not my home WiFi. My phone has other WiFi functions connect fine (example: Twitter updates within the last minute, Facebook shows recent updates and I successfully posted a comment, weather widget updated within the last minute, etc.).

I tried airplane mode on/off and no change. When I turn off WiFi, numerous weather alerts, game alerts display and when I click update for the Google Play downloads they start immediately and complete successfully. But when I try Google Play downloads on WiFi it shows the downloading process but never downloads and fails with Error:495. My Google Play update setting is 'do not auto-update apps' so I can manually tell it to update.

I also tried restarting the phone and full shutdown and power on but no change.

Welcome to Android Central! Try rebooting the router by unplugging its power, waiting 10 seconds, then plugging back in again.

If that doesn't help, then log into the router settings and try disabling IPv6. You may have to refer to the router manual to learn how to do this.

After unplugging my router for 10 seconds and then plug it in again, now my phone can successfully download over WiFi again.
