Alcatel pixi 3 problem, message not sent?

Alcatel pixi 3, it happens few times that message was not sent, only after I restart the phone it will sent it.
Anyone else have this problem. Is it a problem with phone, or with sim card?
I didnt have this problem with this network with old phone.
Also, looks like calls to this phone are delayed. When I call it with second phone there is delay 3-4 seconds.
