Am I missing something? Regarding folders

Ok, so far so good with my first ever Android phone.

However there is one thing I just can't seem to do and that's put an app inside of a folder that's on my homescreen.

I looked at a video on youtube, and it seemed simple enough. But it wont work on my X for some reason.

I should mention that it did look like an older build of Android, so perhaps things have changed a little bit?

I don't know, but can someone help me and tell me how to do this please?
 
Just to verify:

You have shortcuts to apps on your Homescreen and you would like to organize them into folders that you placed on your Homescreen?

If this is the situation then here's what happens:

1: Long hold empty space or press Menu button
2: Tap Folders
3: Tap New Folder
4: Long hold on an app shortcut and drag it over the folder
5: Tap the folder to open it and view your shortcuts

This definitely works. And just to add, once you have the folder open, long hold on the folder name and you can change the name.
