I did this and the error is still happening. Sensor doesn't respond at all at the lock screen and the message pops up in apps that use the senor and in the settings for it.

I had noticed the sensor having a harder and harder time sensing my fingerprint over the past week or so, sometimes having to touch it a few times in order for it to recognize me.

Is this indicative of hardware failure?

It could be indicative of greasy or sweaty fingertips. Try cleaning the sensor with rubbing alcohol. If that doesn't fix it, it could be a hardware failure. The phone should still be under warranty, though.

I would try erase the current fingerprint and putting new ones in, if you haven't tried yet.
 
I've done all that. The phone doesn't even activate the darn thing anymore; just says it can't start it.

Fortunately, there's an authorized shop near my house.

If your close to authorized shop definitely make appointment, but try one more thing if you haven't , see if you get same message in safe mode.
