Android 12 won't let me show photo on home screen

My Samsung S10 was recently upgraded to Android 12. I have a photograph of my California vaccine card on my phone, which I'd like to display on my home screen. In Android 11 the 3 little dots in the upper right corner included the option to display on home screen, which I've used before. In Android 12 that option doesn't exist. How are we supposed to do this if we now have Android 12?

You want to make it a wallpaper? Or in a picture frame widget? Or just a shortcut that will open the full image if you tap it?
 
I want a shortcut that will open the full image if tapped. I did that in Android 11 with a "share on home screen" link in the 3 dot area.

The photo is in the Images in the app My Files, it's in internal storage. It's not visible in Google photos. I'm not sure what Gallery is.

The weird thing is, I was poking around in My Files and I just found the "display on home screen" option, and it worked. Go figure.

I now have this problem again but not with a photo. This time it's a PDF which I downloaded to the "documents" folder in My Files. (Isn't there a better file manager?) I want to put an icon on the home screen that I can open, and there is No Way to do it in the documents folder. Is there a way to do it?

Sure go to My files >document at the top tap>long press the pdf and choose in my screenshot Screenshot_20220219-203019_My%20Files.jpg
 
Thank you again, I've now documented that. Hopefully I won't have to bring this up again.
