Android 4.3 dropping calls

Hello.

My T-Mobile Nexus 4 got updated to Android 4.3. Everything works except for making phone calls -- they are always dropped with "out of service area" message.

Calls are not dropped if I tell it to use only 2G networks.

Does anybody know how to fix it, other than reverting to 4.2.x?

There have been complaints of California carriers working on the cell network. Give it a few days.

Tried this SIM in an iphone, works fine.

Google phone support conveniently blames T-Mobile.

OK, after another support session they asked me to do factory reset; that did not help.

So they are sending me a replacement.
