Android 9.0 cannot turn off text notifications while on phone call

Issue detailed in the G6 forum, but simply put, trying to disable alerts from incoming text messages while on a phone call, and can't seem to make them stop.
It's the same with some other Android devices. I believe it's to do with the device makers skin and how they have modified it for their devices. Example, Samsung devices using one UI Android 9 have an independent volume setting for notifications, where as Huawei doesn't .
 
Ok, that makes sense. it definitely makes no sense the way the native messaging app cannot be adjusted or controlled. Its as if even if its not the preferred/default app, it can't be totally silenced or disabled.

What's a bit strange to me is the third party app I use (Textra) seems to behave properly. I have Textra set up with several contact-specific alert tones, and texts from those contacts, while on a call, gives me the default alert tone, rather than the textra specific tone. That suggests to me Textra is not the source of the alert during the call. Textra tells me they're not able to duplicate the issue, nor has it been reported by anyone else.

Its an annoyance, but not a deal breaker, though I would like to confirm a root cause, in case it IS something I can fix.
