Android Central Question

Can i install android on a laptop 8.1 so i can download apps which require android. Googleplay is opening easily but telling me you dont have any devices.Thankyou
 
If you can find an Android build for the exact laptop you have - sure. Android is very much unlike Windows in that Android has to be built for each specific device. When it comes to installing on a laptop, you're unlikely to get it done as a "bare metal" install (from a blank drive). Your better option is to install some kind of emulation.

Easiest - Motorola sells some decent but inexpensive devices, grab one ot use just on WiFi for the purposes of using the desired apps, I'm sure the time cost to get emulation working on a laptop is worth more than the low-end Motorola devices.

I have no idea what the previous reply is on about. There are a ton of Android emulators available for Windows that will let you run pretty much any Android app on your laptop. Two of the biggest are NoX Player https://www.bignox.com/ and GenyMobile https://www.genymobile.com/
What exactly is the confusion? I understood the response quite well and I believe the OP's question was well answered.
