How much available storage does Android need to operate correctly? I have an LG Optimus F6 and it has very small amount of storage.

Depends upon what OS are you running on your phone along with amount of bloatware installed by the manafacturer. e.g. A clean install of Jelly Bean with no bloatware takes about 1 to 1.5 GB of space but if you buy a Tab 2, you will notice that out of 8 GB you only have 4.something space left as the rest is reserved by Samsung for the OS and their future OTAs and addons etc. So in short you can get bloatware removers to free up more space on your phone if you're running low

How much free space does it show? My Sprint Samsung Galaxy Victory which has 4gb internal (same as your f6) has about 1.8gb free. I have not disabled any Samsung or Sprint bloatware.

Doesn't look bad. I don't know what the threshold is, but 500mb free seems OK to me. Are you having any issues?

Actually it's all of them, even the Android pre installed like messaging, phone, Chrome, contacts, etc. It was really fast when I first got it. That's why I thought maybe it doesn't have enough available memory, but you said it looks good so I don't understand.

What about doing a factory data reset? I am not sure what else to suggest.
