Android Carrier Billing, What happened?

Weren't we supposed to get carrier billing? What happened to it? I know T-Mobile has it, but we should all get it.

Buying an expensive app won't seem so bad if we could just charge it to our carrier bill!!

I believe this is something that will be integrated into the Verizon App store when it is released. I have no idea when that will be available, your guess is as good as mine.
