How do I take existing contacts and change from "google" connection group to "device" group?

Welcome to Android Central! I'm used to going the other way, from Device Account to Google Account.

Try exporting your Google contacts to a .csv or multiple .vcf file (either within the device's People app or from your desktop browser on the Google Contacts site). Then, again using the People app, use the Import function, and see if you can import those contacts into the Device Account.
