Android is not working properly. Unable to hard/soft reset.

[AC Question]

I have Moto Turbo. It's running on android M. I am unable to access developer option & users. I can't slide my notification window. Lock screen is set but phone unlocks just by pressing power button. I am unable to reset my phone in settings as it says "There are other users present on this device". But i am not able to see users as it doesn't show any other user in Settings. When i tried to hard reset my phone the it said "No command." Also my home button & recent activities button is just vibating on touch but the phone is not responding to that command.
