Android is starting,..Optimizing app 6 of 3

After I moved some apps to SD, recently,

I did after several days a reboot due to battery discharging,

When it comes up, the message above in the title appears:

Android is starting,..Optimizing app 6 of 3

while it is stuck, even the mobile is working in the back end and receives calls and messages, but the screen is frozen.

I tried to remove the SD card, and the sim card,
and to do hard reboot, using volume down and the power button, nothing is happening.

how to resolve this issue.

It is resolved,..
By just let the mobile discharge its power ..alone,..till the mobile turned off,..

Then after starting it, it operated normally..
