From my experience, it depends on your model. If it is carrier branded, you will need cell service and register to get updates. If it is international model, you will only need wi-fi to get OTA updates.

If you can't get the OTA update, you can always flash the update using odin from your PC to your phone.

I don't have cell service but it is with tmobile or could I just go to a bestbuy shop and they can get it done?

I would think so, but I am pretty certain that LG did not incorporate in the LG G4.
