I am trying to figure out how to still receive notifications at the top of my phone But with out them saying who and what they are until I actually open them

Welcome to Android Central! I'm not sure I understand what you're asking. When notifications arrive in your notification bar, it's usually just an icon telling you what app it's from (like an envelope for email, or a Hangouts symbol for a Hangout message). Are you talking about the brief message summary that scrolls by when the notification appears?
