I have an android phone showing 2.84Mb Apps and 0 other flies, but has only 580 Mb free memory. OS uses only 10.15 GB. What is using the remaining 21.43 GB Other about? Any way to clear this junk?

There are only small amount used by apps for data not totaling more that 2Mb so that is useless.

Remaining 431 MB
System 10.1GB
Photo & videos 10KB
Games 24KB
Movie and TV apps 10KB
Other apps 3.18MB
Files 3KB
of 32 GB card
Adds up to about 11GB leaving 21GB use as unexplained

Solved removed Sim card and reseated it. Still has 10 GB of mystery usage. But now has head room

Please provide more details on your phone -- what model is it and which version of Android is it currently running?

Offhand, if you look in your Settings >> Storage menu that should give you a pretty detailed accounting of what files/data are stored in which directories. Open the menu and tap on each listed item to find out more info and the data within.
The above is more or less just a textual way, if you use this DiskUsage app, it's going to show you the same info but using graphics instead:
https://play.google.com/store/apps/details?id=com.google.android.diskusage&hl=en_US&gl=US
(... and it's a relatively small app so its own disk usage is pretty minimal since your phone is apparently low on internal storage capacity).

Install any terminal app - Terminal Emulator for Android is enough. Then run the
df
command. (It's easier to read the results in landscape.) That will show you how storage is partitioned. The only storage you have is the one labeled sdcard (or emulated). The rest of storage is taken up by firmware the phone needs. On a 32GB phone, you probably have 8-10GB available for your use. (And no, there's no way to clear things to make the user partition larger.)
