Pip and notification dots are not working in nexus 5x running official Android oreo

Welcome to Android Central. It was my understanding, from the AC Oreo review, that Pip and notification dots had to be enabled by third party developers and probably wouldn't be active initially. Maybe I remember that incorrectly.
