Android pay on Smartwatch?

Okay so I have been given a new phone however I cannot setup android pay on this as it states the phone either has an unlocked bootloader or a custom ROM. I have never rooted it and It's a brand new phone so it is definitely not rooted.

I wish to try and setup android pay on my watch (Huawei Classic Watch 2) but when trying to set up it gets to a certain point and then requests me to finish the setup on my phone but obviously I am not able to since I cannot use android pay on my new phone.

I want to know if It's possible to either setup android pay on my smartwatch (Huawei Classic watch 2) without completing the setup on my new phone (as it has previously worked on my old phone) or if i'm able to get around this error message and also set it up on my phone.

What phone were you given? What version of Android is it running? Was the box sealed when you took possession of the phone? If it wasn't, you have no way to verify the software hasn't been tampered with.
