ANDROID PHONE STORAGE IS FULL BUT THE BLACK BAR SHOWs 0 SPACE DOESN'T OPEN

The other colorful bars show very little amts being used, but the black one says 0.00B available of 1.8G. I also have a 32G add'l card in my phone which is ok. It's mostly music. I think the original still has some music cause that's mostly what I originally downloaded (Google) when I got the phone a while back. Most times I can't use anything on the phone because of it. The warning sign comes up to free up memory, and I can only go to apps and something else where it shows the phone and sd tabs. When I touch phone most everything is coming up empty. I can only go into the SDcard and listen to music.
