Android Pie messed up multimedia text messages

Ever since my phone did an update to android pie yesterday, I can no longer send or receive text messages that include a picture. A message flashes quickly saying I need to turn on mobile data. I never had to use mobile data before (which I refuse to do since I am usually hooked up to WiFi). In fact, I never had to even use WiFi or mobile data to send or receive picture texts before the update. It doesn't even work when I am connected to WiFi now anyway. How can this be fixed?????

Since the update you have no choice, you have to use mobile data.

My mobile data is turned on, but I cannot receive incoming pictures. The text messages come through, and outgoing pictures are ok. Any suggestions?
