Probably because no one knows how to code to specific hardware like they do on iOS and Windows Phone.

That or Android has a slew of generic drivers included that are not able to run the gpus in question efficiently.

GPU lag will usually occur due to it having to wait on the cpu to process data or memory (frame buffer) to empty before it can draw the next screen. Could also be an issue with the internal system clock which controls the cpu and gpu timing.

I seriously doubt it's because they don't have anyone who can code. Google has some of the best engineers in the world. I think it is due to how Android was originally developed. It was layered on an architecture that didn't factor how important touch was and wasn't able to deal with the instructions the same way. I would not be surprised if we see a complete rebuild of the os in the next few years. Project butter was a bandaid on a large wound. It helped but didn't heal the problem. Increased hardware helps as I find my Nexus 4 is very smooth. But there is still much more work to be done.

Part of it could be because iOS and Windows Phone are optimized for specific SoC's.

Part of it is probably because Android was originally designed not to be a touch screen OS so it runs touch input on the main thread at normal priority instead of dropping everything for a millisecond to respond to a touch event the way iOS and Windows Phone do.
 
I never implied that they couldn't code, but rather that they could not put specific code in the OS specifically for samsung's hardware or htc's hardware or LG's hardware etc.

In a sense, they are like Microsoft where they can make a core OS, but have to make a large number of generic drivers and interface software. This is due to the vast majority of hardware specs between OEM high end and low end devices, as well as the number of OEMs in the world.

The sheer number of hardware configurations could be astronomical.

Google has the ability to code for the nexus line properly and include all of the proper software, but that is the same way Windows Phone and iOS work. Code to specific hardware that is set and dictated by their engineers.

But the Nexus lags as well. They have horrible touchscreen latency and pinch to zoom lag. The browser is the definition of unoptimised ****. The animations are smooth but the touchscreen has noticeable delay.
