Android Time won't update

The time on my android won't update.

I have tried all the things in the forum articles about resetting and disabling and enabling it manually but still the same problem.

When I press the home button it works refreshes otherwise it doesn't

Take out your sim card. Clear the cache partition and reboot. Reinstall the sim. Good luck

Which phone? Are you talking about the clock in the status bar, or a clock widget on the homescreen?
