Android updates on UNactivated SSG S4?

hello everyone! i have an unactivated ATT SSG S4 that i picked up only for wifi-use and its (outstanding) camera. BUT with all this talk about KitKat coming out i wonder IF my unactivated S4 will get the KitKat upgrade (via ATT) when it becomes available. right now i am getting the idea that only activated cells are eligible for any updates. but i'll soon be using my (soon-to-be) unlocked S4 in spain most likely with Vodafone and wonder if it will update my S4 in spanish if it happens at all! IF i get it there will the version be in spanish i wonder, and thus show screen advisory notifications etc in spanish? thoughts? thanks!

If someone puts out a direct download of the OTA file you could always manually update it through the stock recovery. Otherwise you will need an active phone to receive it OTA.
