Is there any technique available to record both the parties voice in android programatically

You can get Google Voice it takes a little set-up but it offers probably the best two party recordings. There are other apps at the Play Store that say they will record calls but mostly they only record your end of the conversation unless you put it on speaker phone.

Call Recorder is about the best - it even works on most Samsungs (which are specifically designed to not allow call recording because it's illegal in some places). You have to play with the methods to find one that works, but it works on just about any phone eventually.
