Ok - I can read and basically understand the HTCdev instructions for unlocking. What I'm hesitant about is wanting to back up the device before any point where I'll be forced to wipe it.

I think I'm getting mixed up in all the possible directions to take. Do I have to be unlocked before I can back up (or install a backup app)?

And popular backup program is titanium backup, but you have to be unlocked and rooted to use it. For me the most critical stuff to have backed up are my contacts and I sync those to my Google account and I use Google music to backup any music. You can do that without unlocking or rooting. After you root you can INSTALL amon ra custom recovery for future nandroid backups.

Couple questions. Do you not want to wipe because of data you don't want to lose, or so you can get back to a stock state whenever you want?

If the later, and you don't care so much about data on the phone, when you unlock, it forces a factory reset. After you get Amon Ra installed, just do a Nandroid (backup), and you'll always have the ability to get back to stock without to much trouble.

If you don't want to lose your data, you can try titanium, but if your putting a custom ROM afterwards, restoring apps with titanium has been causing some people issues, so it's not recommended by really any of the Devs.
