Flipfont allows you to change your system font. From what I can tell from searching the web, it comes preinstalled on Samsung devices, but not sure about HTC devices. That app is presumably a Chinese font. You could probably Disable it if you never use it.

Its the preinstalled fonts you can change in the settings. Not sure how that would affect the system settings since its built into the ROM, so I would just leave it. Its not hurting anything.
