I am coming from the HTC 10, I prefer not using adaptive brightness because I like my brightness set at the same percentage at all times. Of course there are times where you need to bump it up such as strong sunlight. On my HTC 10 I was able to use an auto brightness widget that would bump it up and as soon as I turned it off it would go back to my set percentage.

This doesnt seem to work the same way on the the Pixel. So if I cant use something like that is there some sort of widget that has a percentage slide or one where you can manually enter the percentage so I can at least bump it up as I want and then put it right back to the percentage I am normally at. I would still prefer to do it how I did on my HTC 10 but if that's not possible, I am hoping there is something like I described that I can use.

If the 3 ha the "squeeze the sides for Google Assistant" that the 2 had, press the sides, tell the assistant "set screen brightness to 25%" or whatever level you want. To go back, say "enable adaptive brightness". (That was one of the first "Pixel tricks" I found - I'm always changing brightness.)

You could try Velis Auto Brightness https://play.google.com/store/apps/details?id=com.velis.auto.brightness as an alternative to the stock adaptive brightness.
I used to use an app that provided a transparent brightness slider that worked over all apps, and it was my favorite way to adjust the brightness, but the app developer was removed from the Google Play Store for some ads that were shown on his website (not part of the app).
I still have the apk so if you're interested just PM me.

So I tried this and I told it to go to 55% and it shows that it heard me right yet it moves it to 71% this has happened twice

It's a different scale when you use assistant to do it. Assistant seems to use the old scale whereas using the system slider you have to go much higher to achieve the same level. This happened with the introduction of adaptive brightness on Pie.

In my opinion it was better on Oreo. You could set a base (I liked 35%) and it would do a range from there. It could get plenty bright enough and very dim at night. Now, the stupid thing blinds me every morning and doesn't always get bright other times.
