Yes, and there are quite a few users running these ROMs, even in their alpha state, hence saying they have ICS.
 
No, none of these at fully working. That is why they are all alphas. Just keep an eye on them, I'm sure they'll a stable final release soon. Remember, this was never intended to work on this phone.

To answer your question, no. All the ICS roms around here are in alpha stage and are not 100% fully functional.

ICS for the v is still alpha but there are users who do run it full time. It's coming along nicely and many just aren't bothered much by the current bugs.

Well not know if this forbidden to day but I've been using UTA's ICS V6 version full time lately and is pretty stable aside a few random reboots.

I use cai alpha 10g with the VM fix and 4-29 gapps as close to perfect as you can get as far as true ics
