Any good photo editing apps similar to photoshop that support layers?

I've been recently looking for a photo editor app like photoshop that would allow me to add layers to a preexisting photo and thus be able to sort of stitch together unrelated photos. For an example, say I take a photo with me in it, I then have a another photo of maybe a beach ball, I want to be able to cut out the picture of the beach ball, transfer it over to the photo of just me, and place the beach ball behind my person, not in front, where most photo editors I've encountered maked you do. If this is too confusing then I can make it clearer, but if you have any idea then please let me know. Thanks.

It does support limited layer control, but I'm not sure if what you are wanting is possible. If I'm understanding you correctly you're wanting to "place" (for lack of a better term) the beach ball between you and the background of another photo. That would be like drawing something on a piece of paper, then taking a drawing on another sheet of paper and somehow slipping it between the first drawing and the paper it was drawn on.

There's a cut out option that may work for you. There's also a mask option when inserting a new image into an existing one, but it seems to always be greyed out. I tried tinkering with it, but couldn't get that function to become active (it's not a feature I've needed before). It may be worth a look, though.
 
I find it a lot easier to transfer any work to a PC, and do the editing with Paint.net, then copy the result back. It doesn't have the full control of PhotoShop or even GIMP, but it's pretty good.
 
Adobe has three Photoshop apps for the phone, each with a slight specialty. They will do collages and photo merges, not sure about actual layers in the files.
 
I'd look at Adobe Photoshop Mix, description sounds like its what your looking for.

Personally I do everything on my PC with Adobe Photoshop, I've never found an Android app with nearly as much power. Full photoshop is coming to iOS soon, so I hope it comes to Android as well.
