Any idea when the Google Play Store will add new countries to the merchant list?

I'm a game developer from South Africa, and soon I'm going to be porting to both iOS and Android. Making a game in Unity and then having to alter it for Android in order to work around the issue of In-App Purchases is a nightmare. iOS gives me no problems. I just want to know when South Africa will be added to the merchant account list. I do not want to fill my games with adverts, as they look horrible and are extremely annoying for users. Also, if it's not anytime soon, what are my options, if any, for adding In-App Purchases to my Android game without being in a supported country. I'm operating under a Legal Entity.

I am not sure but ,add new gmail id with different country linked ,than in play sore menu select your another gmail id ,, may be work
