I've been toying around with creating my own theme, but to start off while trying to get a proper update.zip working I decided to create a de-theming "theme".
I've heard the term "theme template" thrown around, I'm not sure if it applies honestly, but basically what I've done is created an update.zip which restores the following files from the leaked 2.3.15: framework-res.apk, blur-res.apk, services.jar, and everything from system/app (note: bloatware included) and system/fonts. It might also be useful in that it's the stock appearance of the phone, so a themer could easily start off of this update.zip to create their own modifications to the look and feel.
I imagine it might not play too well with Tranquility, which strips a lot of the Blur from your phone and installs the stock Google variety (read: duplicates), but I've tried it on my phone and it brought my themed 2.3.15 leak back to stock.
If anybody has any interest, I could probably make it publicly available. As well, I'll probably be attempting some theming off of it sometime in the near future.
NOTE: I will admit that this is my first attempt at a "theme" or really any Android development and I know that might frighten some, but I'm a developer by profession and I successfully applied it to my phone a few times already, if that makes you feel more comfortable
